Experience
Tim Gilchrist, President and Founder, has over 32 years of experience in government. He most recently served as President of the Moynihan Station Development Corporation responsible for developing New York City’s historic Farley Post Office into Amtrak’s new intercity station. During Tim’s tenure, the long planned and debated project moved into the construction phase, with the first projects starting construction in the fall of 2012 and completion scheduled for 2016.
Previously, Tim served as the Senior Advisor for Infrastructure and Transportation and Deputy Secretary for Economic Development and Infrastructure for New York State Governors Spitzer and Paterson. Tim served as the Chair of the New York State Economic Recovery and Reinvestment Cabinet, managing and overseeing over $28 billion in New York State’s American Recovery and Reinvestment Act (ARRA) funds. In this role Tim worked with all levels of government, from the White House to New York’s smallest towns, to leverage the ARRA funds to create jobs and economic growth.

For the Governors, Tim also oversaw the activities of New York State’s transportation, economic development, housing, gaming and arts agencies, including:
Metropolitan Transportation Authority—New York City Transit, Long Island Rail Road, Metro North Railroad, MTA Capital Construction and MTA Bus. He was also instrumental in the development of the 2009 MTA rescue package.
Port Authority of New York and New Jersey, serving as the Governor’s lead on the PA and Silverstein Properties’ negotiations that finalized the development of the World Trade Center Site.
New York State Department of Transportation—the accelerated construction of the Lake Champlain Bridge and the development of an economic recovery package for local businesses while the Bridge was under construction.
Empire State Development Corporation and all subsidiaries.
Gaming issues in New York State, serving on the boards of the NYC Off Track Betting Corporation and Racing Oversight Board.
Prior to serving in the Governor’s Office, Tim held multiple high level positions in the New York State Department of Transportation. He served on regional and national committees and was the sole United States’ representative on an international committee on Asset Management. His accomplishments at NYSDOT include:
Privatization of Stewart International Airport, the only commercial service airport ever privatized in the United States
Development of a new Statewide Master Plan
Development of several multi-year multi-billion-dollar multi-modal capital programs
Development of the NYS Dedicated Highway and Bridge Fund and the bonding program supporting NYSDOT capital programs.
Development and implementation of an Asset Management program for the State’s Highway and Bridges.
Lead on the completion of West Street Promenade, the first permanent transportation project in Lower Manhattan after the 9-11-2001 attack.
Lead executive on border issues, including working with the Ministry of Transportation in Quebec and Ontario.
Tim is a graduate of the State University of New York at Oswego and holds a Master’s Degree in Public Administration from Harvard’s John F Kennedy School of Government.
